“Kamp Katrina” takes a look at a different group of social outcasts — a group of determined crackheads in the aftermath of Hurricane Katrina. Sun-burned and arguing in the streets half the time, they pull it together the rest of the time to set up tents, get to soup lines and attempt a modest amount of cleanup in their neighborhood.

The movie’s a bit dishonest about its characters, though, setting them up as just storm-tossed survivors in a rough situation, trying to pump the filthy water from the lungs of their beloved city. That would be interesting. There were plenty of those kinds of survivors to be found. Still are. They’re probably still clamping their pillows over their heads when it’s 3 in the morning and the Kamp Katrina krew is still howling and breaking bottles on their porches.

But at least their story’s eventually honest about its characters as deadbeat parents and spouse-abusers.
